Free JPG to PDF Converter

Free to useNo sign-up requiredNo watermarkRuns in your browser

This free JPG to PDF converter turns one image or a whole batch into a single PDF. Add your files, drag them into the order you want, choose a page size, and download. JPG, PNG and WebP all work.

Unlike most online converters, your images never leave your device. The PDF is assembled in your browser, which means no upload wait, no file-size ceiling imposed by a server, and no copy of your documents sitting in someone else's storage.

How this tool works

  1. Add your images

Drag and drop them onto the page or click to browse. You can add more at any point, and files your browser cannot read are skipped with a message rather than failing silently.

  2. Put them in order

Each image becomes one page, in the order shown. Use the arrows to move them, or remove any you do not want.

  3. Choose the page size

A4, Letter, Legal, A3 or A5 with portrait or landscape, plus a margin setting. Or pick "fit to image" so each page is exactly the size of its image, with no white border.

  4. Create and download the PDF

The file is built on your device and downloaded straight to your downloads folder. There is no watermark.

How it works

Each image is embedded into a new PDF page. JPG and PNG go in directly with no re-encoding, so nothing is lost. Formats the PDF standard does not support - WebP, for instance - are decoded by your browser and re-encoded as high-quality JPEG first.

On a fixed page size, each image is scaled to fit inside the margins while keeping its proportions, then centred. Nothing is stretched or cropped, so a portrait photo stays portrait even on a landscape page.

"Fit to image" makes every page exactly the pixel dimensions of the image it holds. That is usually what you want for screenshots and scans, where a fixed A4 page would leave large empty borders.

Because everything runs locally, the practical limit is your device's memory rather than an upload cap. Large batches of high-resolution photos will use a noticeable amount of memory while the file is being built.

When to use a fixed page size and when to fit the image

  • Choose A4 or Letter when the PDF will be printed or attached to something official - expense claims, applications, submissions.
  • Choose "fit to image" for screenshots, scanned receipts and anything where white borders look wrong.
  • Use landscape for wide photos and screenshots so they fill more of the page.
  • Increase the margin if the document will be printed and bound or hole-punched.

Why converting in your browser is better here

Most JPG to PDF sites upload your images to a server, convert them there and send a file back. That works, but it means your photos - which might be receipts, passports or contracts - are transmitted to and briefly stored by a third party.

  • Nothing is uploaded, so there is no transfer time and no server-side copy of your files.
  • No upload size limit, and no queue when the service is busy.
  • Your images never leave your device, so there is no third-party copy of a receipt, passport or contract.
  • No account, no watermark and no daily conversion cap.

Worked examples

Scanned receipts into one file

Photograph each receipt, add them all, drag into date order, choose A4 portrait, and download a single PDF to attach to an expense claim.

A screenshot walkthrough

Use "fit to image" so each screenshot fills its page with no white border, which reads much better than A4 pages with a small image in the middle.

Photos of a paper document

Take a photo of each page, add them in order, and produce a readable PDF without a scanner.

A single image as a PDF

Some upload forms accept only PDF. Add one image, pick A4, and you have a compliant file in a couple of seconds.

Frequently asked questions

Is this JPG to PDF converter free?

Yes - free, with no sign-up, no watermark and no limit on how many images or files you convert.

Are my images uploaded to a server?

No. Your images never leave your device. They are read by your browser and the PDF is assembled on your own machine, so nothing is transmitted to VSThiran and no copy is stored on a server.

Can I convert multiple JPG images into one PDF?

Yes. Add as many as you like, arrange them, and each becomes a page of a single PDF in that order.

Which image formats are supported?

JPG and PNG are embedded directly. WebP and other formats your browser can decode are converted to high-quality JPEG first. Anything unreadable is skipped with a message.

Will the images be compressed?

JPG and PNG are embedded without re-encoding, so there is no quality loss. Other formats are re-encoded as JPEG at high quality to keep the PDF a sensible size.

How many images can I add at once?

There is no fixed limit. Everything is held in memory while the PDF is built, so very large batches of high-resolution photos may be slow on an older phone.

Can I change the order of the pages?

Yes. Move any image up or down before creating the PDF, and the page order follows the list exactly.

Can I convert a PNG or other image to PDF, not just a JPG?

Yes. Despite the name, this is a general image-to-PDF converter: JPG, JPEG, PNG and WebP all work, and you can mix formats in one document. PNG and JPG are embedded directly with no re-encoding, so nothing is lost.

What happens to a transparent PNG?

Transparency is preserved when the PNG is embedded directly. If an image has to be re-encoded first, any transparent area is filled with white rather than turning black.
